Our Approach
Catalyst proposes to use a systems approach to conduct training
and consultations. To effect the most significant and lasting improvements,
Catalyst consultants will assist organizations achieve the two essential
dimensions of alignment: vertical and horizontal. The vertical alignment
will involve the organizational strategy necessary to transform
that strategy into meaningful work. It helps the people in the organization
to tie their efforts to the vision, mission and goals of the organization.
In achieving horizontal alignment, Catalyst will help the organization
to develop or refine the necessary business processes across the
organization that create what the customer values most. This approach
in both instances involves:
- Consulting with the
appropriate leadership to assess and enlist their participation,
ownership, and leadership as the coordinators and managers for
the interventions outcomes.
- Assessing the current
status of the training/consultations for which the organization
has contracted. This involves reviewing documentation (the strategic
plan, mission, values, unit plans and other appropriate documentation)
interviewing the organization's leadership and key staff, etc.
- Conducting a survey
or other means of assessing staff's prior knowledge and competence
on the issue.
- Reviewing/analyzing,
and summarizing information gathered.
- Designing a program
that aligns the training or consultation interventions with the
organization's cultural values, its mission and goals and that
also targets gaps in competence and knowledge.
- Reviewing outcomes
of each step with designated leadership.
- Using methodologies
that target improvements within the organization's operation and
are aligned with the vision, mission, and values.

from city documents and other data without identifying individuals
or units

and follow-up.
